When Raiden first appeared in Metal Gear Solid 2: Sons of Liberty he wasn't very knowledgeable about his surroundings. Before his mission at the Big Shell he'd gone through countless VR training sessions. All of his VR training sessions sort of warped his perception of reality causing him to have trouble in the real world. Raiden usually thought he was short on experience due to not having it simulated in VR beforehand. During that time he was too reliant on his VR training experience. Something important to note is that Raiden himself couldn't be blamed for this. He'd been placed in a situation where he was forced to kill and they've given him the titles 'White Devil' and 'Jack the Ripper' because of his cruelty as a killer.
Raiden can appear to be extremely distant and cold to people he knows. This is because he normally prefers to keep people at an arm's length. Raiden had gone through traumatic experiences when he participated in the Liberian Civil War. By then he was afraid of hurting people because of his past. During a codec conversation Rose calls Raiden out on it saying that he's never slept beside her. Raiden purposely distanced himself from Rose simply because of his past. He didn't want her to find out about what sort of things he'd done during the Liberian Civil War. His past is something he's always hated. Sometimes Raiden has trouble coming to terms with things he dislikes. The Colonel and Rose point out that he turns his back on what he doesn't like. This personality trait of his was the reason why the Patriots choose him to test out S3.
Another thing that Raiden has issues with is his concept of self. At the end of Metal Gear Solid 2 he asked the question "Who am I?" to Rose. He asks this because of his involvement with the Patriot's plans. They were using Raiden for their own gain and treated him as a pawn. After the events of Big Shell he tried to find his own identity thanks to encouragement from Solid Snake. Solid Snake once told Raiden that he could find his own name and his own future. By Metal Gear Solid 4 Raiden figured that his persona 'Jack' was dead and he'd start again anew. Raiden's just someone who's trying to find his own identity.
An important quality to note about Raiden is that he isn't afraid of dying. There are multiple occasions where this is demonstrated. Solidus interrogated Raiden near the end of Metal Gear Solid 2 and he didn't break from it. He'd been put under the worst circumstance and he still managed to come out of it all without fearing much. His determination and willpower are very strong. In MGS4 he stabs a sword through himself in order to pierce Vamp just to demonstrate that he isn't afraid of death. Raiden managed to save Sunny Gurlukovich from the Patriots because of his willpower and fearlessness towards death. He even offered to take Snake's place in the microwave saying that he wouldn't be affected by it in his current state.

So fondly to the point where Kevin starts to joke about it and says "I didn't know you were such a fan boy". Raiden was saved by Snake during the Big Shell Incident and learned a bunch of different things from him. Snake is someone Raiden thinks highly of and is loyal to. In Metal Gear Solid 4 Raiden tells Snake that he wasn't afraid of losing his life stating that he had nothing to lose. Snake often had to remind him of his goals and that he couldn't just toss his life away so easily. After the events of Big Shell Raiden firmly believed that he didn't have a family. He went as far as to say that it even "rained" on his birthday. Snake's someone who often had to remind Raiden that he had things to protect. He encouraged Raiden to move forward by telling him that he was the lightning in rain. In other words, there was a possibility that Raiden could make it in the real world despite his shell shock.
Solidus had taught Raiden that a blade was a noble weapon. After he came across the blade on one of his missions he'd develop a strong interest in swords and its history. Eventually he grew fond of the saying "One sword keeps another in its sheath." It was a quote by George Herbert that he eventually founded his ideals on. What it means is that violence is necessary for the greater good. Raiden likes to believe that his sword is a tool of justice. In Metal Gear Rising he firmly believed that his sword could be used for protecting the weak. He outright told Mistral that his sword was for justice when he was asked why he fought.
When it comes to social interactions Raiden can be sarcastic. This trait of his is consistent in Metal Gear Solid 2 and Metal Gear Rising. During the Big Shell Incident Rose wanted to apologize to Raiden for invading his privacy before. She'd broken into his room and saw absolutely nothing but a bed and a desk. Raiden responds to her by going "Would you feel better about it if I had a picture of you hanging on my wall?” In Metal Gear Rising he often used sarcasm while he was conversing with Bladewolf or even Boris over the codec. Boris has to remind Raiden that he needs to take things seriously on multiple occasions. He's capable of being sarcastic even when the situation doesn't really call for it. This habit of his might make Raiden appear to be rude and even inconsiderate.
It'd be more accurate to say that Raiden's someone who constantly needs to be busy with something. After the events of Big Shell Raiden tried to settle down with Rose. They had trouble in their relationship because of his past. Eventually he started drinking and he got into a lot of fights. Rose was frightened of Raiden's behavior and left him saying that she miscarried the baby. At the time their relationship wasn't working out and Raiden shut Rose out of his life for a while. He refused to sit down and think about how he didn't get along with Rose. Instead, he decided to go to wander the globe and learn new things. Raiden likes being busy and productive. He doesn't like sitting still because he'd have to face his PTSD again.
When Raiden completed his mission Rose had told him that she didn't actually miscarry their child, but she had a healthy baby boy. They got back together again and Raiden matured into a father figure because of his new found role in life. He said that he'd stop running away from things that he had to face. Becoming a father was a major turning point in Raiden's life. After that Raiden became somewhat more caring towards his companions at Maverick and he cheered up considerably. In a codec conversation with Kevin he says that having John changed his life. He'd taken a positive approach to life and then he started looking for a job so he could support his family.
Raiden became overconfident by the time he acquired a new body from Maverick. He'd cut up cyborgs with his blade and then refer to them as vending machines because of how easily they fell to his blade. His comrades at Maverick weren't okay with his actions. Despite this, Raiden tried to justify his stance by stating that those soldiers knew what they were doing when they signed up to become PMC's. Another time when Raiden was being overconfident was when he had killed multiple enemies then said that it was so easy that he could do it without any eyes. He just happens to be overconfident and cocky when it comes to battle.
Why is your character a good fit for the setting of Soul Campaign, and what will they do once they are in the game?
I think Raiden would be a good fit for Soul Campaign because he's fought through many battles and he understands what war is like. The Patriot's have used him for war before and he wouldn't be happy about going back to the battlefield again. However, Raiden's believes in using violence to protect the weak. He wouldn't mind wielding the blade again if it meant that he could save lives.

An ability that Raiden will still have access to in Soul Campaign is his ability to use a sword. That skill was something he taught himself through research and training. He had interest in the samurai code and he would even watch films to prefect his swordsmanship.
He'd be able to keep his knowledge on how to wield firearms as well.
List the weaknesses your character will gain (or lose) in Soul Campaign:
Raiden lost his eye during Samuel's attack. He had it replaced with a cybernetic eye patch that allows him to use something called Augmented Reality. Basically he could switch Augmented Mode and be able to see how much things weigh and how far they were with accurate calculations. Walking in the dark wouldn't be a big deal for Raiden if he had Augmented Mode at hand which is why it needs to go. His cybernetic eye patch will just turn into a normal eye patch.
Something else that Raiden will lose is his ability to use super human strength. His cyborg enhancements give him the ability to run up buildings and jump up ridiculously high heights. Raiden will still be strong and be able to jump high but it'll be kept to a more realistic level.
Raiden's body was built so that he could regenerate his wounds almost instantly with Zandatsu. Instead of having an instant recovery rate he can just recover slightly faster than normal.
